I recently trapped neutered and returned a few cats from a local cat colony. I also rescued and rehomed one adult cat, and rescued a little kitten that eventually we be adopted out. The returned cats are considered community cats, they are semi feral and semi social.

Trap Neuter Return basically means to trap, such as with a humane trap like in this video. Neuter, either spay (for females) or neuter (for males), then return the cat back out to the same location that you trapped the cat. With exceptions of small adoptable kittens, cats needing medical care, or very friendly cats that are not owned and would benefit from being adopted into a loving home.
