Water rescue personnel were called around 12:45 p.m. Monday to the water under Interstate 395 at Interstate 95 south of downtown, Baltimore City fire officials told 11 News. Fire officials say preliminarily that a motorcyclist traveling south on I395 near the ramp to southbound I95 was knocked over the jersey wall into the water.
