A Stakeholder Analysis will be conducted prior to producing the Monitoring and Evaluation plan.

It is conducted prior to a project’s intervention to establish the context of who the individuals are working on a given issue in the community. The Stakeholder Analysis will identify who has an interest in the intervention. It will determine what role they will play in the program as well as specifically what role they will play in the Monitoring and Evaluation of the initiative.

A stakeholder analysis is typically presented in table format. It can include various components but it should generally include the following sections. It first will identify the person and or the organization and a description of who they are. It will then identify their role in the program. This will reflect the level of involvement they have in the program’s operations. Whether this be daily involvement or a more peripheral role of participating in a taskforce to support the program’s outreach efforts.

The stakeholder analysis will identify what interest they have in the project’s outcomes. It will also summarise the amount of influence they have on the project; the level of support they will provide for the project’s implementation. It will also provide how they might impact the project. These generally include how they might negatively impact the project from going as planned. For example, if a government ministry is a stakeholder in the project, what interests they might have in determining the outcome of the project to go a certain way.

Finally, the analysis will also identify the resources that each stakeholder’s participation provides the project. The resources can include monetary support to facilities or access to data systems. The resources section of a project’s stakeholder analysis will prove to be extremely useful in understanding what stakeholders you might want to give the opportunity to have a more active role while considering how it might impact the direction of the project’s efforts. In addition, a more extensive stakeholder analysis could include identifying which stakeholders if they had a higher level of participation in the program could benefit from its success and how to encourage greater their greater support of the program.
