18% grey cards were developed by Kodak in the era before cameras came with builtin exposure meters. They are used to measure the light reflected from the scene. Great for portrait photography in studio or outside.

All cameras and light meters are calibrated to the 18% Grey cards. They are the universal way to measure exposure in all cameras, film, motion picture, digital, video and your cell phone camera too.
18% Grey cards are used for setting your exposure in photography. You don't need an 18% grey card for white balance. Use a white balance tool for white balance.
