Bouchon is a lost hole that you can't even spot on a map of France. To keep the municipality alive, the Mayor subsidizes his citizens to prevent them from fleeing to other places and diverts European subsidies for this purpose.

One day, the fax announces the arrival of a Brussels commission... It is the beginning of the end, the civil servants quickly understand the deception, the standoff begins: Bouchon against Brussels.
The handful of Bouchons led by the Mayor demand independence… and obtain it! The request for a sort of Marshall plan for the reconstruction of Bouchon will make it possible (with a new grant) to get the village out of the crisis.
