On today's date, I was stationary on U.S. 64 at the intersection of State Highway 75. While observing traffic, I noticed a passenger car traveling westbound approaching me from behind at what appeared to be a very high rate of speed. I estimated his speed to be over 100 M.P.H. I then activated my rear radar and confirmed that the vehicle was traveling 105 M.P.H. in a posted 55 M.P.H. speed zone. As it passed by me, I activated my blue lights to conduct a stop on the vehicle. I noticed that the suspect's vehicle had outofstate tags, but I was not able to read them as it passed due to the speed. It appeared the vehicle
was initially going to stop because the brake light illuminated and began moving towards the shoulder of the roadway. I swapped to my front radar to the same direction and observed his speed decreasing. However, a few seconds after doing so, I noted his speed began increasing rapidly. I contacted my dispatch as the suspect vehicle began to pass multiple cars that I would be in pursuit of the vehicle. The pursuit continued westbound with the suspect's speed increasing and remaining in the triple digits. As we neared Anchor Inn, he forced a vehicle off of the roadway that was traveling westbound. He passed another vehicle and began accelerating again. I was able to catch up to the vehicle and give the vehicles tag information. As we were nearing Levesque, I prepared to conduct a TVI due to the drivers disregard for the motoring public. As I approached the passenger side, the driver applied his brakes, causing me to strike the rear right bumper area of the suspect's vehicle. The collision did not disable my unit, but caused damage to the front left bumper area and hood. The impact was functional damage allowing me to remain in the pursuit. He proceeded westbound on U.S. 64 with speeds again reaching in the triple digits. I notified Cross County that the pursuit was heading westbound, to which city and county units began to block major intersections in the City of Wynne to prevent an accident from occurring. Two Cross County units attempted a rolling roadblock to try and keep the suspect from accelerating through the city. The maneuver failed to keep the suspect vehicle from passing them and the pursuit proceeded
through the City of Wynne. As we exited from the city, the driver again accelerated to speeds in the triple digits. I prepared to conduct a second attempt for a TVI. I noticed a tractor pulling farm equipment ahead of me in the westbound lane and moved over to warn oncoming traffic of the pursuit. The suspect vehicle barely missed the plow that the tractor was towing. Shortly before reaching the Languille river basin, I observed no eastbound traffic in the immediate vicinity. With an open opportunity, I conducted a successful TVI. The vehicle spun out into the eastbound lanes of traffic before entering into the north ditch. Wynne Police Department units were behind the pursuit and stopped to conduct a felony takedown on the vehicle. I turned around to see the driver of the suspect vehicle running towards the first city officer and grabbed him. A short struggle between the suspect and two city officers began. I exited from my unit and used a grappling technique to take the suspect to the ground. The technique successfully put the driver onto the ground and a controlled hold was used to maintain control of his right arm. After a Cross County Deputy made scene, he assisted in maintaining control of the driver while I placed his right arm in handcuff's. A second Cross County Deputy made scene and held cover on the car while we dealt with the combative driver. The driver was placed into custody and compliant after he was restrained. He continued to yell obscene slurs while the vehicle
was being cleared and the other occupants were detained. The driver was Identified as Adam Walker, a white male with a Florida ID card. Walker was taken to the CrossRidge Community Hospital were he was treated for minor injuries sustained during the struggle. After being medically cleared, Walker was transported to the Cross County Detention Facility where he was formally charged
