The answer depends on the type of work permit you have.

You cannot start a business on a closed work permit because selfemployment is prohibited on closedwork permits, but it is possible on an open work permit. With that being said, you still have to keep in mind the bigger picture planning if you want to remain eligible for Permanent Residency, if that is your end goal.
