Saturday, April 27, 2024, while patrolling eastbound on State Highway 18, I, Trooper Blaine Middlecoff, observed a dark colored passenger car approaching me at a high rate of speed westbound. When I activated my front facing radar, I received a speed of 80 miles per hour in a posted 60 mile per hour zone. It was at this time I turned around on the speeding vehicle and activated my emergency lights to attempt to stop the vehicle. After a moment of being behind the vehicle with my emergency lights on, I activated my emergency sirens in a second attempt to get the drivers attention to pull over. Once I activated my emergency sirens, the driver accelerated to 105 miles per hour, failing to stop for me. After passing a few cars in the westbound lane, the suspect vehicle then accelerated to speeds of 133 miles per hour, driving without due diligence or due regard of other drivers on the roadway. I then moved into a position to perform a Tactical Vehicle Intervention on the fleeing vehicle in an attempt to stop the pursuit. When I moved into position on the passenger side of the fleeing vehicle, I observed some traffic in the eastbound lane approaching our location. I made the decision to wait to perform a TVI to minimize the chance of a civilian getting hurt. After the opposing traffic cleared, the suspect vehicle abruptly engaged his brakes, causing me to drive passed him. After passing the suspect, I slowed my vehicle and waited for him to overtake me in the pursuit. Once the suspect vehicle became parallel with me, I performed a successful TVI on the rear passenger side of the suspect vehicle, causing the suspect to lose control of his vehicle and spin across the front of my vehicle. During the TVI, the suspect vehicle spun into the passenger side of my patrol unit with the passenger side of the suspect vehicle, causing damage to both vehicles. Once the TVI was completed, I was able to turn back around and position my unit behind the suspect vehicle. It was at this time the suspect gave up and began to comply. After giving verbal commands to exit the vehicle, the suspect exited the vehicle and complied with my commands. The suspect, identified as David Dean, was taken into custody without further incident. I asked if Dean was injured, and he stated he was not. Dean was placed into my patrol unit while I conducted an inventory of his vehicle. A firearm was located in the vehicle, but it was clear through our dispatch as not stolen. Dean was transported to the Mississippi County Detention Center where he will await trial on the charges of Fleeing in a vehicle, reckless driving, speeding, no seat belt, and no driver’s license
