One of the first steps is to proof the word "no". If your dog doesn't listen to you and breaks a command what happens? If you have proofed the word no and you can stop them verbally then a broken command is not a big deal. If they take off running and ignore you then obviously it is a big deal and can lead to a lot of dangerous situations.
