If you perform the below terminal commands with 10.15 Catalina or newer, you need to run this command before performing the other terminal commands. This will change the terminal shell to bash instead of zsh. Zsh was the default terminal shell for macOS Catalina and later.

chsh s /bin/zsh

Here are the terminal commands you need to create the macOS Sierra 10.12 Installer onto your blank USB flash drive.

sudo plutil replace CFBundleShortVersionString string "12.6.03" /Applications/Install\ macOS\ Sierra.app/Contents/Info.plist

sudo /Applications/Install\ macOS\ Sierra.app/Contents/Resources/createinstallmedia volume /Volumes/IT101 applicationpath /Applications/Install\ macOS\ Sierra.app
