I have restored old junky files that people have discarded before, I used old screw drivers for handles, I used RustOleom rust remover, to clean the files, then a small wire brush to clean the grooves and a pick to get the little pieces out of a couple of them. I originally started this because I needed another chain saw file and had a few more that needed attention.
