Travel speed is one of the biggest factors in heat input.
you might weld hot and fast and have less heat input than welding cold and slow.
In this video, Andrew Cardin demonstrates tig welding a tee joint in 11ga carbon steel at 163 amps but using a fairly fast travel speed.
