This is the story of Lawrence Bittaker and his accomplice Roy Norris, two convicted serial murderers and rapists who in 1979 murdered and raped five teenage girls over a period of five months in southern California. They would later become known as the "Tool Box Killers".

Although Norris was already a convicted rapist when they first met, Bittaker was by far the worst of the two. Norris was offered a plea deal, to testify against Lawrence Bittaker in return for the death penalty being taken off the table. He accepted and did testify.

The crimes these two individuals committed truly shook the nation, making headlines all across the United States. At the time Bittaker was called "worse than Manson" by the prosecutor, Stephen Kay and this film gives us a unique glimpse into the meaning behind those words as we revisit the crimes, arrest, sentencing and appeals of Bittaker and Norris through lengthy interviews with officers and prosecutor Stephen Kay, as well as access to files, court documents and photographs.

Lawrence Bittaker was sentenced back in 1981 and he resided on death row in San Quentin State Prison, a maximumsecurity correctional facility for men, for more than 30 years, due to his endless appeals in the federal court system. This documentary not only reveals the ins and outs of this case but also examines the death penalty itself and the process involved showing us exactly what happens to California's most condemned and dangerous men.

Although some argue that the death penalty has long been out of fashion, there is a place for it as long as men like Lawrence Bittaker walk the Earth. Bittaker died while incarcerated on death row at San Quentin State Prison on December 13, 2019, at the age of 79. His death was reported as being due to natural causes. Norris died while still incarcerated early the following year.
