Abandoned mom and her puppies shaking in frozen, scared at construction site waiting for help!

When the security guards and sanitation workers at the construction site,
see the puppies wandering around the neighborhood, they look for me and say that there is a mother there.
How did these small bodies survive the bitter cold here?
How can you ignore them when they are at a construction site!
The babies are as big as their mother.
Small puppies weighing only about 2 kg were shivering from the cold.
