The Philippines says the Chinese coast guard fired water cannons at two of its government fishery vessels resupplying fishers at Scarborough Shoal. At First Thomas Shoal, a Chinese missile ship directed a military grade laser toward a Philippine fisheries bureau plane three times. In the Paracels, China has rejected Vietnam’s account of an attack on 10 fishermen, three of whom suffered broken bones. Hanoi condemned the actions of involved Chinese law enforcement officers as 'brutal.' Does Vietnam's response to this latest incident indicate a shift in its 'opacity' strategy? And are Beijing's actions targeting the recent cooperation agreement signed between Hanoi and Manila?
