On 4/5/24 at approximately 2239 hours, I, Trooper M. Leddon, was traveling north on US 67/167 before the Redmond Road Exit. I noticed a black Ford Edge bearing AR LPN 268URK traveling directly in front of me. I noticed the vehicle change lanes from the number three lane to the number two lane. I noticed half of the vehicle crossed into the number one lane. The vehicle then drove with its passenger side tires over the lane marking. The vehicle continued driving this way for short distance. I activated my emergency lights to conduct a traffic stop. I noted the vehicle did not initially acknowledge my lights by either slowing down, nor accelerating. I followed the vehicle past the Redmond Road exit. The vehicle continued to the Main Street exit. The vehicle then stopped at the light at Main Street and waited to turn left. The vehicle also activated its flashers. Once the light turned green, the vehicle proceeded through the intersection. The vehicle then made a right turn onto Marshal Road. The
vehicle in front of the suspect stopped to yield to me. The vehicle then switched lanes and passed the vehicle. I then activated my sirens and notified dispatch the vehicle was failing to yield. Since the vehicle had passed several suitable locations to stop,
and the driving behavior, I suspected the driver may be intoxicated. I feared the potential intoxicated driver could cause an accident with other traffic, so I began to position my vehicle to the rear driver side of the vehicle to conduct a Tactical Vehicle Intervention (TVI). The vehicle then quickly accelerated away from me. I notified dispatch I was in pursuit of the vehicle. The vehicle continued north on Marshal Road reaching speeds of approximately 70 mph. The vehicle then turned off its flashers, and activated it right turn signal. I then fell in line behind the vehicle. The vehicle began to slow down and make a right turn to travel east on Gregory Street. I struck the rear of the vehicle
with the front of my push bumper. The vehicle continued on Gregory Street. I checked the area ahead of us and noted no other vehicles present and did not see any pedestrians. I then aligned the front passenger side of my patrol unit with the rear driver
side of the suspect vehicle to perform a TVI. The vehicle began to slow down at the same time I attempted the TVI. The vehicle partially rotated, at which time, the front of my vehicle slid off the vehicle. I then struck the rear of the vehicle again. The vehicle
then began to drive away again, at which time the driver stopped his vehicle. I exited my patrol unit and drew my service weapon. I gave commands to the driver to show me his hands and exit the vehicle.
The driver complied with my commands and was placed on the ground in front of my patrol unit. The passenger was given commands to exit and walk to the front of my patrol unit. Both occupants were handcuffed. The driver was then identified as
Terrell DavisCurtis. I secured Terrell in my patrol unit. Jacksonville Police and other ASP personnel arrived on scene. I conducted a search of the vehicle, as well as its occupants, and located no contraband. The passenger was released from custody due to her not being involved in any criminal activity. The vehicle was towed by Ryno Wrecker. I asked Terrell if he sustained any injuries and if he needed any medical assistance. Terrell stated he was ok and did no need medical assistance. I transported Terrell to the Pulaski County Regional Detention Facility for booking. Terrell was booked in for Improper Lane Usage, Careless and Prohibited Driving, and Felony Fleeing.
