What Does 'Favorable Findings' Mean in VA Decision Letters?

Under 38 CFR. 3.104 (c), VA must include any favorable findings in the "reasons for decision" section, even if the veteran’s decision was denied. Favorable findings usually include evidence that is supportive of the VA claim for service connection or increased VA rating.
