Very strange fault on S-VHS Panasonic NV-HS930. Can we fix it?

The NVHS930 is a fairly high end SVHS recorder which includes a digital timebase corrector (TBC). It is built on the Panasonic Zmechanism. One day it worked, the next day the bottom part of the picture is covered in snow. You might think this is a tape path problem but the actual fault is much more interesting than that. Can we get it going again?

Just in case it wasn't clear from the video, the hifi audio was also tested both at the start (not working) and at the end (then working).
