Dust off the timing light and screwdrivers!

My neighbor the farmer said he installed the carburetor after a "professional rebuild" on his 1975 International Harvester 574 tractor, and now it STALLS OUT under any load!
He drove it to my shop using the choke...

Apparently the reason he had the carburetor rebuilt was that the engine kept FOULING the spark plugs...

Let's do a basic ignition timing check before diving into the fuel delivery system...

Can we get this vintage workhorse back to full health NO PARTS REQUIRED?
