The inline valve of the ram pump can become clogged or broken and it will prevent the ram pump from cycling. The waste valve will cycle a few times and then stop. In this clear pressure tank you can see the water go up into the tank and then slowly return to the waste valve or go back into the drive pipe. It is important to keep debris out of the inline valve so that it can close correctly. To fix this issue you can back wash the valve and get any debris out. If the valve is old or has had a hard freeze you might have to replace the valve.
