Only 1 Division.

Puppets and allies are allowed, but can’t be called to war except the first one.

Puppet divisions will be unused and removed, unless they’re undeletable, then they'll just get placed far away.

(Disclaimer: Puppets and allies may be attacked, dragging them into a war, but this is uncontrolable)
