Should An Outlet Be Installed Ground Down Or Up

You might have noticed over the years some receptacles (outlets) are installed with the ground down and others with the ground up. Sometimes this changes from roomtoroom or hometohome. The question is what way is correct? Is there a code that gives guidance? Is one way safer than another? Are there any drawbacks I should be aware of when picking during install?
