She limb on snow, non stop shaking in frozen, pain and hopeless...due to no front legs!!!

We receive a message for help a poor puppy,
We came to there for help, the poor puppy is in pain..
Her front paws hangs like a thread.
She's non stop trembling in frozen, scared and pain..
She try to limb away us and hide in the snow..
I don’t understand what’s wrong with the paw,
Why she stay there alone, maybe she was dumped there,
