For the initial balloon garland, I used 64 balloons. I grouped the colors together in a pattern. I did 2 quads of blue, then 1 quad of white, then one quad of silver and repeated that pattern 3 times.

For the royal blue balloons:
1 quad of (2) 11inch balloons and (2) 18inch balloons.
1 quad of (2) 11inch balloons, (1) 18inch balloon, and (1) 24inch balloon.
I created 8 quads in total (4 of each).

For the white balloons:
2 quads of (4) 18inch balloons.
1 quad of (4) 11inch balloons.
1 quad of (2) 11inch balloons and (2) 18inch balloons.

For the silver balloons, I created 4 quads of 11inch silver balloons.

To shape the balloon garland and add my finishing touches, I used a bunch of balloons!
