Here's how this works. Some development neighborhoods (actually, LOTS in Florida), have an HOA or homeowner's association. This is a quasigovernmental agency that has elected positions and 'governs' over the neighborhood. They can (and usually do) levy dues or fees on a monthly or annual basis to pay for community amenities like pools, club houses, playgrounds, common grounds, stuff like that. They can also set rules that residents must follow. The most common infraction I see here in Florida is letting the yard get messy, so they usually issue a violation that says 'Hey, clean up the lawn in X days or we will get someone to and fine you'. These homeowner's got one of those and gave me a ring to clean up their yard. Fortunately for them, cleaning up overgrown lawns is my speciality!
