I got this mower free in July 2022 along with a STHIL KM91R.
I first fixed RWD issues by repacking RWD wheels and replacing broken snap ring(s). I then cleaned the carb but still surging. I put it away it storage and came back to it in March 2023.
I also found a dent in the OHV cover that I pounded out. I thought the Dent in the OHV cover might of been interfering with the Valves. After hammered out the dent it did run better but still was surging

In this video we install a new Carb from Amazon. The OEM carb is 16100ZM0803 or 804

Summary
installed new carb with the supplied new gaskets. This model of Carb can be difficult to install.
adjusted governor
oil changed 10w30
fixed RWD wheel locking up
removed dent in valve cover (which helped a lot, think it might of been interfering with the valves motion)
air filter is was good as received
power washed deck
sharpened blade which was Honda Quadra cut blade system .
