An Air Canada Rouge Airbus A320214 registration CGFCH, performing flight ROU1662 from Toronto Pearson International Airport (CYYZ) to Fort Myers Southwest Florida International Airport (KRSW) after departure from Toronto reported flight control issue and declared PANPAN. Later the crew reported flap control issue and informed that they had no flaps.
