Construction of the Vynohradar metro was supposed to be completed by the end of 2021, but things didn't go as planned. In the fall of 2022, "Kyivmetrobud" allocated 140 million from the budget to the company "PositiveV" as an advance payment for construction materials.

However, the Vynohradar metro still hasn't been completed, and "PositiveV" redirected the 140 million to other private firms as "financial aid." These firms, suspected to be fictitious, have connections to the relatives of MP Mykola Tyshchenko.
