Karnov is the main final boss in the game. He is a regular playable character.

Fire Breath: F, F + [P]
Low Fire Breath: F, F + [K]
Super 100 Kick: charge B, then F + [K]
Balloon: HCB,UB + [P], then use B or F to guide

===== ABOUT KARNOV =====
Karnov is a character who originally appeared in his own game called Karnov. It is a platform game which was released in 1987 for the Arcade. He is also Data East's mascot, and is depicted as a muscular and firebreathing character, a lot like a generic strong man from a circus.
In Karnov's Revenge, he has an "overweight" appearance unlike in the prequel game, where he was more muscular and shorter in height.

I have included the secret boss fight against CPU Ox. You can see this in the video starting around 27:06.
Regarding Fighter's History 1, the SNES port is the only version where he is legitimately playable through a hidden input code. It is also the first time that FH1 Karnov became a playable character.
He also appears in the sidescrolling beatemup game Bad Dudes Vs. Dragon Ninja as the stage 1 boss.
Other games he appears in is Garou Densetsu vs. Fighter's History Dynamite and Trio the Punch: Never Forget Me....
His design, especially in Fighter's History Dynamite / Karnov's Revenge, may have been inspired by Heart from Fist of the North Star.
In the game, his BGM theme is a remix of his theme in his original game, Karnov.
His full name is Jinborov Karnovski.
