You need to first setup google ads tag in your head section in all pages and then create conversion action in google ads (adwords) and copy the event snippet and paste in the desired pages. Google conversion can be setup for button click or thank you page url. You can use google tag assistant (chrome addon) to check whether tags are firing perfectly.
