This is a quick crafting how to for the Alternating Sceptre I use in my Sunblast SelfChill Explosive Trap build (video:    • [PoE 3.20] SelfChill Explosive Trap ...  )

It generically works for crafting any +2 Gems Alternating Sceptre if you want to stop there for roughly 5.5 divines. From there it's roughly a 50/50 to land a useful suffix for the trapper build, so an additional 4 divines worth of Prefix Cannot Change for a total cost close to 10 divines.

Note that this method is not 100% guaranteed, but like all profit crafting in PoE requires winning a gamble of some sort. It's an 80% chance of success to land +2 gems.
