Since losing function in his legs due to peripheral vascular disease, Terry Newman, a lifelong resident of Valley, Alabama, has survived on disability income. “My money’s spent down to a penny,” he says, which often means making the choice between buying medication or food or paying his trash bill. After falling behind on payments for trash collection, Newman ended up in jail for five days. “It amazes me how you can get put in jail for something like that,” he says. “You can’t put people in jail for a bill.”
