The upper RPM limit on our farm truck's Caterpillar 3208 engine was set to just 2200, which limited the road speed to about 60 mph. I don't need a race car...but 2200 was too low for my tastes. I don't do much long highway driving in this truck, but there is a 15minute stretch into town...and a bit more speed would be nice. The other 3208s we own are factoryset to 2800 RPM, so I think it's safe to bump this one up a bit.
I did not adjust any of the fuel parameters, as I'm not looking for more power or black smoke...just a higher RPM limit.
The Cat 3208 was made for many years and you'll find them in lots of buses and trucks.
