This is every electric bike I've reviewed attempting to climb the 20% grade hill at the start of my ebike review. If you want to find a good hill climbing ebike at an affordable price this video should help you see which ebikes are good hill climbers and which are not. I measured this hill with a good old tape measure and the hill percent grade formula. Grade is not the same as angle in degrees, they're slightly different. Rest assured this is a relatively steep hill for any electric bike to climb and it's a good indicator of the ebikes torque from a stop.
