This vehicle is a 2002 Buick. Whenever the windshield wipers were shut off they stayed in the upright position. This video shows the windshield wiper mechanism and clutch working in the correct way. Sorry for the lighting. This is the third time I had to fix this vehicle. The little tab gets bent up which engages the clutch. The owner of the vehicle think that when the windshield wipers get stuck because of snow or ice the problem starts. There is a piece of metal that needs to be bent back to engage the wheel/transmission to stop it from spinning back.
The metal piece that needs to be bent back into place is on the drivers side closer towards the windshield if I recall. Bend it back with screwdriver/chisel and a hammer.
